TICKETING

You can download your tickets electronically immediately upon purchase. The barcode located on each ticket will allow access to the event.

Base31 accepts Debit, Visa, Mastercard, Apple Pay, Google Pay and American Express

In addition to the ticket price, the total purchase includes a service fee and Provincial Harmonized Sales Tax (HST).

Ticket purchases are non-refundable.

Tickets are non-exchangeable

Yes. But any direct or indirect sale, resale, auction, assignment, or transfer of any Ticket at a price greater than the price showing on the Ticket, as well as any attempt at any of the foregoing, is prohibited.

For ticketed events, patrons 15 years old or under must be accompanied by an adult aged 19 or over. Babies up to 24 months do not require a ticket, but cannot occupy their own seat in seated events.

Individual events may have different age requirements; if so, these will be listed on the event page on the website.

VISITOR EXPERIENCE

There is no fee to visit Base31. However, we offer a variety of on-site experiences and events that patrons can purchase tickets for through our website or at the Visitor Centre, which is open from 9am to 5pm, Friday to Sunday throughout October. The Visitor Centre will be closed from November to January and will reopen in 2025.

Access to the interior of our buildings is available through ticketed events, experiences, or guided tours. Please note that several buildings are private spaces occupied by commercial tenants and are not open to the public without the tenant’s permission. Additionally, some structures are currently under construction or stabilization and are unsafe to enter.

Yes, we allow well behaved and leashed dogs onsite. You are required to clean up after your pet. Please note that pets are not permitted in event venues. Service animals assisting with accessibility needs during events may be registered by contacting [email protected]

Daily parking is available in two (2) locations: 1) Kingsley Gate lot, with entrance from Kingsley Road, and 2) Church Street lot, accessible through the site’s main entrance on County Road 22 (Church Street). For Drill Hall and other major events, parking is accessible through the Service Entrance south of the main entrance along County Road 22 (Church Street).

Base31 is undergoing a major site revitalization and modernization that includes a future reconnection to municipal water systems. Currently, indoor public washrooms in The Sergeants Mess Hall are open during regular business hours of The Commissary

Base31 is located on the site of a former WWII air training base known as No. 31 Bombing and Gunnery School, which also operated as Camp Picton and Loch Sloy Business Park before being acquired by PEC Partners Inc. in 2021. It was then re-opened to the public as a cultural destination named Base31, which is a part of a larger 750 acre site which is being reimagined in many ways, including housing. Base31 is currently undergoing a large site-wide revitalization that includes the gradual improvement of areas for public enjoyment. Shade, wind and rain cover is available on the site in selected areas, but guests are strongly encouraged to plan appropriately for weather conditions.

Base31’s new Exhibition Hall opens in spring 2025, where you can take advantage of a series of indoor and outdoor guided and self-guided tours. ABOUT BASE31

Base31, formerly known as Loch Sloy and Camp Picton, was created in its modern form in 1941 as part of Canada’s contribution to the Allied effort during WWII. It played a key role in training Allied pilots prior to deployment in battle during the war, and was formally titled the “No. 31 Bombing & Gunnery School” of the RAF.

Upon the 2021 purchase of the site, it was renamed Base31 as both an hommage to the site’s critical contribution to aviation and national history, as well as a recognition of its potential to be a springboard from which new and important community and creative initiatives could cluster and grow. Today, Base31 is home to an evolving fusion of arts, ecology, culinary, industry and innovation uses.

PEC Community Partners is a group of community builders including CaraCo Group of Companies, DECO Communities, Fieldgate Homes, Paradise Developments, PEC Placemaking and Rockport Group. The Ontario-based partnership brings together expertise in complete community development, affordable housing and commercial space, mixed-use residential, site servicing and infrastructure, and adaptive re-use of heritage sites with a specific focus on creative placemaking. In 2021, PEC Community Partners Inc. purchased the Loch-Sloy Business Park, an approximately 700-acre property in Prince Edward County, Ontario, and the former site of a World War II training base. In its next chapter, the site will serve as home to one of the nation’s largest revitalization projects.

We firmly believe in the process of co-creating the future of Base31 with the input, participation and partnership of our community. To support this process, we have launched a campaign of ongoing community engagement known as The Neighbourhood Plan, which invites the community to weigh in and help us form the future of this site. EVENTS

PEC Community Partners Inc. adheres to all local, provincial and national COVID-19 health and safety guidelines in place at the time of any and all events. We are a mask friendly environment and invite our patrons to determine whether they wish to wear a mask

Base31 is growing into a year-round destination, with select programming offered during the winter months—especially live music in our Sergeants Mess Hall venue. Our peak season runs from late May through October, when the site comes fully to life with a wide range of events, experiences, and activities.. Yes, all clients and client’s vendors are required to have a minimum of $2 million comprehensive general liability coverage for property damage and bodily injuries. Further details on the specific coverage and specifications of the insurance coverage can be found in the venue license agreement.

Absolutely! We provide clients with a list of vendors such as floral, photography and musicians, all of which have worked with our events team in the past and are familiar with our spaces. Visit base31venues.ca to learn more.

CAMPING

Base31 has event camping available as of this season, 2025. More details will be released when we announce camping for this season.

SAFETY AND ACCESSIBILITY

ALCOHOL

Sergeants Mess Hall, Drill Hall, Lecture Hall, and The Commissary.

Only The Commissary will have ongoing service hours while the other three venues will be open during events.

While there is no strict legal limit in Ontario on the number of drinks an attendee can purchase at once, Base31 follows Smart Serve guidelines and encourages responsible consumption. Generally, patrons may be served up to two standard drinks at a time. Staff reserve the right to refuse service to anyone showing signs of intoxication or disruptive behavior.

Base31 is committed to providing a safe, respectful, and legally compliant environment for all patrons, artists, and staff. In accordance with Ontario liquor laws, it is illegal to serve alcohol to the point of intoxication or to allow an intoxicated person to enter or remain inside a licensed area, including our concert and food + drink venues.

If a patron arrives intoxicated, they will be refused entry to licensed areas. Patrons who become intoxicated while on site will be immediately cut off from alcohol service and required by law to leave any licensed areas for the remainder of the day or event. Base31 bar staff retain full discretion in determining when to stop alcohol service, [full stop].

Our team will take appropriate action to ensure the patron does not pose a risk to themselves or others, and, when necessary, we will assist in coordinating safe transportation or further support. Please drink responsibly.

Base31 has a zero-tolerance policy for harassment of any kind. If an attendee harasses a staff member, security will be notified immediately and appropriate action will be taken, which may include removal from the premises. Our priority is to ensure a safe and respectful environment for all staff, artists, and patrons.

FOOD/CONCESSIONS

The Commissary is a vibrant addition to Prince Edward County’s culinary scene and Base31’s go-to food and drink destination. This open-air market features an exciting selection of local food vendors, offering fresh, exciting options during regular visiting hours and event days, and anchored by a central bar and cafe. During concerts in the Drill Hall, attendees can also enjoy food from local vendors and concession-style offerings on the Drill Hall patio. For concerts in the Sergeants Mess Hall, patrons are welcome to enjoy food at The Commissary before and/or after the show, but food is not permitted inside this particular venue.

ACCESSIBILITY

Base31 is a large, multi-venue site undergoing an ongoing transformation and modernization. While we’re actively working to ensure accessibility in high-traffic areas and event spaces, some parts of the site remain in progress. These may include uneven roadways, gravel or limestone screening pathways, limited lighting after dark, minimal signage, and other potential accessibility challenges. As revitalization continues, mobility and wayfinding across the site will steadily improve.

Key venues at Base31—including the Lecture Hall, Drill Hall, Sergeants Mess Hall, Exhibition Hall, and The Commissary—are AODA-compliant and offer barrier-free access for patrons. If you have specific accessibility needs not typically addressed by AODA standards, we encourage you to contact us in advance at [email protected].

While Base31 is a dog-friendly site, indoor event venues typically do not permit entry with animals unless specifically authorized as service animals. Anyone requiring entry with service animals is asked to contact [email protected] prior to event entry.”
